In a region where many construction projects don’t get approved, it’s imperative you have a solid understanding of local regulations and how the review process works.
In Laguna Beach, there are 4 kinds of reviews, depending on the type of construction project.
This is the simplest type of review process. Why? Because you can have the permit in hand on the same day the project is presented to the city. These types of projects usually involve either non-structural interior alterations or exterior work that is replace-in-kind.
Plans are first submitted to zoning plan check (not always required for smaller projects). Next, plans are submitted for building plan check. Once the building plan check is completed, a permit can then be pulled to start construction.
This type of review requires your neighbors’ approval. Here’s how it works: First, your project is submitted to zoning plan check. Next, your proposed structure must be staked (if required), so that your neighbors can see how the design will visually impact them. Then, you’ll receive an administrative design review hearing date. At least 14 days prior to the hearing date, notices are sent out to everyone living within a 300-foot radius of your home, informing them about the project. A hearing takes place at city hall where neighbors can attend and voice their concerns. If there are no neighbor oppositions, the project will be approved. If your neighbors’ concerns cannot be mitigated, you will have to proceed with a full design review. After receiving hearing approval, there is a 2-week appeal period. Once the appeal period is over, your construction documents can be submitted for building plan check.
This is the most involved review process, which, in many cases, requires a site meeting with the architect or designer, property owner and a member of city staff. After, your project is submitted to zoning plan check. Then, your proposed structure must be staked so that your neighbors can see how the design will visually impact them. Next, you’ll receive a design review board hearing date (remove, which will be televised). Prior to the hearing, you must complete the following: 1. Your architect or designer must communicate with neighbors allowing neighbors to ask questions about the proposed construction. 2. The city will send out notices to everyone living within a 300-foot radius of your home, informing them about the project. This must be done at least 21 days prior to the hearing date. At the (removed televised) hearing, neighbors can voice concerns or speak on behalf of the project. If you receive approval at the hearing, a 2-week appeal period occurs afterwards. After the appeal period, your construction documents can be submitted for building plan check.
For this reason, before starting any home construction, we recommend working with a builder who has extensive experience with local regulations. Otherwise, you risk wasting a lot of time and money on a project that will never be approved.

Design review is usually required when the exterior of the building is altered. That being said, it is possible to do some exterior modifications, such as replacing doors or windows in existing locations, or applying new finishes, without the need for a design review.

We have a B general contractors license. We also carry workers compensation and general liability insurance.
